Dear citizens of the Republic of Moldova,

The embassy of the Republic of Moldova in the United States would like to inform you that the constitutional referendum will be held in the Republic of Moldova on September 5th, 2010. The Embassy of the Republic of Moldova in Washington, DC and the Association of Moldovans in USA “Casa Mare” would like to cordially invite you to attend the meeting of Moldovan Diaspora with His Excellency Victor Osipov Deputy Prime Minister of Moldova for Reintegration. Within June 22-25, 2010, the Government of the Republic of Moldova in partnership with Vienna Economic Forum will organize „Moldova Business Week 2010” forum entitled “World Economic Crises – Challenges and New Opportunities for Moldovan Economy”.

 The “Moldovan Business Week 2010” incorporates major events as the 6th International Investment Forum, the Vienna Economic Forum – Chisinau meeting and the Investment Projects Exhibition, which are organized by the Moldovan Investment and Export Promotion Organization (MIEPO) under the auspice of the Prime Minister of the Republic of Moldova.

 “Moldovan Business Week 2010” will include as well, B2B meetings of economic entities from Romania, Italy, Russian Federation, Turkey, Czech Republic, Poland and  other countries that invest or  are interested in this activity in the Republic of Moldova.

The U.S. Department of State has named Cristina Poleacovschi as State Alumni Member of the Month. Poleacovschi is a Moldovan alumna of the Department’s Future Leaders Exchange (FLEX) Program and the Global Undergraduate Exchange Program (UGRAD).
Poleacovschi's volunteering spirit blossomed during her exchanges in 2004 and 2008. After she returned to Moldova, Poleacovschi drew on her experiences in the United States to apply and win funding through the U.S. Embassy Alumni Resource Center to implement both the Business for Youth Program and the Bridges Between Us (BBU) project.

US Secretary of State Hillary Rodham Clinton addressed a personal message to the Prime Minister of Moldova, Vladimir Filat:

“I would like to thank Prime Minister Filat for his invitation to attend today’s Donors’ Consultative Group Meeting for Moldova. I applaud this initiative of the EU and the World Bank as we seek to support Moldova during this period of economic recovery. The United States is committed to helping the leaders of Moldova to implement reforms as they pursue democratic reform and economic recovery to better the lives of all Moldovans. I encourage the donors to take advantage of this opportunity to help move Moldova forward. I wish you success, and I look forward to working with you.”

On March 13, 2010, with the joint efforts of the Embassy and the Washington DC Association of Moldovans "Casa Mare" there was organized a cultural event to celebrate the Festival of Music "Martisor".
Edition "Martisor - 2010" continues the annual tradition started in Washington in 2007 and has met over 150 representatives of Moldovan community in the U.S. and exponents of various international and governmental structures responsible for Moldova. 
The event also provided an occasion to mark the formal registration of the "Casa Mare" association as a non-profit organization, which occurred on March 8, 2010 in Washington. Thus, "Casa Mare " became the fourth Moldovan organization with legal status within the North American continent, founded during the last 2 years.
Event schedule also included a poetry recital in memory of the late poet Gregory Vieru, followed by contests of poetry and drawing, winners received special prizes from the organizers. Also, ”Casa Mare” association held a fundraising exhibition of ”martisors” made by children from the orphanage in s.Cazanesti, Telenesti. Money collected from the sales to be submitted by representatives of Association to the orphanage management.
The celebration of this beautiful Moldovan tradition in the United States has contributed to greater consolidation within the Moldovan community in this country, and to promote positive image of Moldova in the federal capital.

Sweden to remain Moldova's faithful partner on European integration path

Prime Minister Vlad Filat today met members of a Swedish parliamentary delegation led by First Deputy Parliament Speaker Jan Bjorkman, the government's press service has said.

The sides tackled the political situation in Moldova, prospects for European integration and development of the Moldovan-Swedish bilateral relations.

Jan Bjorkman positively appreciated the Moldovan government s consistent actions to meet the European integration objective. He voiced hope that the political situation in Moldova will improve, and the parliamentary factions will reach consensus on the issue of president's election.

Attending the meeting, Swedish Ambassador to Moldova Mats Aberg said that Sweden will remain a faithful partner to Moldova on the path of reforms and European integration. He stressed that Sweden has a valuable experience in this respect and is willing to provide every support to Moldova.

Prime Minister Vlad Filat thanked Sweden for the substantial support given to Moldova. The prime minister highlighted the importance of a recent visit to Moldova by Carl Bildt in his tenure of president-in-office of the European Union's Council of Foreign Ministers. On this occasion, Filat conveyed cordial regards to Mr Bildt. During the visit, the sides established the main trends of cooperation which will lay the basis for talks on an association agreement between Moldova and the European Union.

"The period in which Sweden holds the EU Presidency is difficult for Moldova, but it is certainly a very important one, as a democratic government has been established in Moldova," the prime minister said.

The prime minister voiced hope that, at the end of the Swedish EU Presidency, Moldova will start negotiations on the liberalisation of the visa regime for the Moldovan citizens. He emphasized that this goal is vital for Moldova.

Another focus of the meeting was cooperation within the Eastern Partnership. Vlad Filat reiterated the Moldovan government's intention to actively work to turn to account the opportunities offered by this project.

As for the Moldovan-Swedish bilateral ties, Vlad Filat stressed that Sweden is Moldova's principal European donor. He underlined the importance of both the earmarked sums and the fields for which assistance was provided

Prime minister finds new opportunities for Moldova during CIS summit

Moldovan Prime Minister Vlad Filat has said that the government found new opportunities for Moldova during a summit that took place in Yalta, Ukraine. Filat was talking at a news conference focused on his participation in the summit of the CIS Council of Heads of Government.

The prime minister said that the participants in the summit, which was chaired by Moldova, discussed a large spectrum of issues, among which the economic and financial crisis, energy, innovation, migration and humanitarian problems. Moldova signed a series of documents, except for politically and military related ones.

In Yalta, Filat had bilateral meetings with his Ukrainian and Russian counterparts and with the deputy prime minister of Azerbaijan.

Vlad Filat described the meeting with his Russian counterpart, Vladimir Putin, as one that opened a new page in the Moldovan-Russian relations. "I saw a strong and pragmatic personality in Putin, one who is acquainted with the realities in Moldova," the premier said. During the meeting the sides discussed possibilities of removing impediments to Moldovan wine products on the Russian market. To this end, they agreed on a working visit to Moscow by a group of Moldovan experts.

The Moldovan prime minister also asked the Russian side to exempt Moldovans from the compulsoriness to get a 90-day stay permit if they want to travel to Russia, and noted that Ukrainian and Azerbaijani citizens benefit from this privilege.

Filat expressed satisfaction with the agreements on the Transnistrian conflict reached with the Russian side. He said that Russia emphasized that the conflict should be settled in the 5+2 format. "This approach demonstrates a growing interest and higher dynamic," Filat said.

Referring to a loan that the Russian government decided to give Moldova, Filat expressed hope that Moldova will have access to it by late 2009. He said that the loan will be of 150 million dollars and not 500 million dollars as it had been said before.

During the meeting with Ukrainian Prime Minister Yuliya Timoshenko, the sides discussed possibilities of removing impediments to trade, particularly in terms of wine export to Ukraine. Also, they discussed the Transnistrian conflict and border demarcation issues. The premier said that a group of Moldovan experts will visit Kiev to tackle these issues.

Filat and Timoshenko also approached the issue of Moldovans travels to Ukraine and identified ways to lift the previously imposed restrictions. According to Filat, a first success is the resumption of work of the Moldovan-Ukrainian joint commission for economic cooperation, which was idle during the previous government.

As concerns the Transnistrian conflict settlement, the prime minister found "direct and vigorous" support for the 5+2 negotiating format and for the monitoring of the Transnistrian sector by the EU Border Assistance Mission to Moldova and Ukraine (EUBAM).

During the meeting with the head of the Azerbaijani delegation, the Moldovan side asked for assistance consisting of fuel oil or diesel oil for the cold season.
The next meeting of the CIS Council of Heads of Government will be held on 21 May 2010 in Moscow

The Bucharest CEI Summit of the Heads of Government sent a clear message on the Republic of Moldova’s support

The Heads of Government of the CEI Member States gathered last week in Bucharest have sent a clear message regarding the support of the Republic of Moldova’s authorities in their efforts on the state democratization and advancement in the European Integration process. Thus, the Summit Final Document stipulates the following:
“The Heads of Government expressed their support for the launching of a dialogue on visa liberalization between the Republic of Moldova and the EU. In this context, they advocated support from the European Commission and the EU Members States.

The Heads of Government acknowledged the peaceful transfer of power in the Republic of Moldova as a democratic exercise and welcomed the beginning of the negotiations on a new cooperation agreement between the Republic of Moldova and the EU, which will replace and will go beyond the current Partnership and Cooperation Agreement. At the same time, they underlined the need to launch as soon as possible the negotiations leading to the establishment of a deep and comprehensive free trade area in the framework of the new Agreement between the Republic of Moldova and the EU”.

Moldovan cabinet sets up commission for European integration

The Cabinet of Ministers decided on the creation of a governmental commission for European integration on 11 November. The commission is headed by Prime Minister Vlad Filat and its deputy chairman is Deputy Prime Minister, Foreign and European Integration Minister Iurie Leanca.

Also on 11 November the cabinet took note of the mandate for launching negotiations on a new Moldova-EU agreement, which would allow the country s gradual political, economic and sectoral integration into the EU.

Iurie Leanca noted that the new agreement will give an added value to instruments that would strengthen political relations and would promote adjustment to the EU standards. Leanca also said that the title of the agreement would reflect its ambitious content, with Moldova advocating an association agreement with the EU. The minister said that the first talks on the document will be held in Brussels in January already.

For the time being there is no approximate deadline and if we display seriousness and are strongly motivated, we will manage to negotiate three important chapters of the agreement in a reasonably short period, in particular the political bloc and security, justice and domestic affairs and the economic bloc, the minister said. Also, the draft agreement comprises a chapter of sectoral policies focused on agriculture, transport, energy security, etc.

Presently, Moldova and the EU cooperate on the basis of Partnership and Cooperation Agreement which entered into force on 1 July 1998 and was valid for 10 years. The agreement covers most cooperation sectors, yet such sectors as justice, freedom and security are only partially covered.

On 27 May 2008, the European Commission officially announced the launch of the process of reflections on a new deeper agreement with the EU. Subsequently, the EU Council adopted the conclusions on Moldova, which confirmed the EU s political decision to enter negotiations on a new agreement with Moldova.

Dear citizens of the Republic of Moldova,

The Embassy of the Republic of Moldova to the United States announces that by the Decree of the President of the Republic of Moldova Nr. 2243 of June 15, 2009, the date for the new elections for the Parliament is set for July 29, 2009.

In accordance with the Decision Nr. 11 of July 2, 2009, of the Electoral Council of the Chisinau municipal electoral Circumscription Nr. 1, voting stations outside the Moldovan territory will be set up at the premises of the diplomatic missions and consular offices of the Republic of Moldova abroad. The electoral code does not regulate the procedure of instituting voting stations in the countries where there is no diplomatic representation of the Republic of Moldova. Also, no legal regulation is provided for any alternative ways of voting.

The Electoral Code states that „in case of parliamentary elections, the diplomatic missions and consular offices of the Republic of Moldova will organize a voting station for the employees of these offices, their families and citizens of the Republic of Moldova residing in the respective countries, regardless of their number”.

On Election Day, the citizens of the Republic of Moldova residing in the United States of America, Canada and Mexico will exercise their right to vote at the voting stations opened in the premises of the Embassy of the Republic of Moldova in Washington, D.C. or the Permanent Representation of the Republic of Moldova to the United Nations Organization in New York city, NY.

In order to vote, on the day of July 29, 2009, voters must be present at the voting station of the Embassy of Permanent Representation between 07:00 – 21:00, with their passport of citizen of the Republic of Moldova (expired passports are accepted for voting), or the Sailors passport.

Ambassador Nicolae Chirtoacă made a working visit to Canada

In the period of March 13-16, 2009, H.E. Nicolae Chirtoaca, Ambassador of the Republic of Moldova to Canada, with residence in Washington, D.C., made a working visit to Ottawa and Montreal. This visit had the objective to further develop the bilateral dialogue between Moldova and Canada, as well as to contribute to the strengthening the Moldovan communities in Canadian regions of Quebec and Ontario.

While in Ottawa, Nicolae Chirtoaca had a series of talks with high officials from the Department of Foreign Affairs and International Trade of Canada, and with the Director General for Europe at the Canadian International Development Agency. The discussions allowed sharing with our Canadian partners the information about recent developments in the Republic of Moldova from the perspective of efforts for European Integration and implementation of democratic efforts, of the peculiarities of the Transnistrian conflict settlement process, of the expansion of the bilateral, regional and international cooperation. Canadian diplomats reiterated their firm support for the realization of European orientation of the Moldovan foreign policy and underlined Canada’s availability to further deepen bilateral and multilateral efforts to facilitate a prompt process of territorial reintegration of our country.

In Montreal, Ambassador attended the official launching of the Moldovan Community in Quebec. This great event had more than 300 members of the Moldovan Diaspora living in this region of Canada. The head of the Diplomatic mission expressed full support of the efforts to institutionalize the Moldovan community, which has a vast potential, capable of contributing to the development of bilateral relations in the most diverse areas. The cultural agenda of the activity was dedicated to the celebration of the Musical Festival of “Martisor” and honoring the celebration of the 650th Anniversary of the creation of the Moldovan state.

In order to establish contacts at the level of local public authorities, Nicolae Chirtoaca met with Mrs. James Yolande, Minister for Immigration and Cultural Communities of Quebec and with Mr. Francois Bouilhac, Deputy Minister for International Economic Relations at the Ministry for Economic Development, Innovations and Trade.

On March 7, 2009, the Embassy of the Republic of Moldova in Washington has organized a cultural event dedicated to the celebration of the music Festival “Martisor”, which also took place in the context of the 650th Anniversary of the institution of the Moldovan state.

This year’s edition continues the annual tradition of the Embassy launched in 2007 and has gathered more than a hundred of representatives of the Moldovan community in the United States, members of the “Friends of Moldova” group, as well as officials responsible for Moldova from various international and governmental institutions.

During the event there was made an artistic presentation of the “Martisor” legend, a short story of the historic time period marked by the appearance of the first Moldovan state in Medieval Europe, by the contribution of the Voievod Bogdan the Creator of Moldova to the consolidation and development of our statehood. This was followed by several recitals of poems and national dancing, and guests had the opportunity to taste traditional Moldovan wines and meals, offered by the Embassy. Special awards were offered by the Mission to the winners of the contest “The best Martisor”.

The organization of this beautiful Moldovan holiday third year in a row in the United States has contributed to a larger consolidation of the relations inside the Moldovan community, to an intensification of its dialogue with the Embassy of the Republic of Moldova in Washington, as well as to the promotion of the favorable image of our country in the federal republic.

Ambassador Nicolae Chirtoacă made a visit to Liberty University in Virginia

In the period of 16-17 February 2009, at the invitation of the Liberty University from Lynchburg, VA, Ambassador Nicolae Chirtoacă made a working visit to the state of Virginia. The program included meetings with local public administration officials, university leadership and businessmen.

The head of the Diplomatic Mission held talks with the administration of the University, responsible for international academic programs, international economic programs and international law. Afterwards, His Excellency offered 2 public classes on topic such as “Consolidation of Peace and Security in Eurasia – threats, challenges and perspectives” and “Transition towards democracy in Eastern Europe – the case of Moldova”. The presentations were addressed to an audience of 60 and 50 students, professors and members of the University management board.

The working visit to the State of Virginia offered the possibility to promote the positive image of the Republic of Moldova in the country of residence and contributed to the consolidation of cooperation relations at the level of local government, as well as increased the interest of the representatives of the private sector from this American state for future business initiatives and partnerships with Moldovan counterparts. At this point, the advantages of the participation of the Republic of Moldova in the Millennium Challenge Corporations programs, oriented towards the development of the private sector from Moldova and the consolidation of the principles of a market economy, represent a strong argument for the local businessmen.

The talks and presentations held at Liberty University in Lynchburg, Virginia follow the efforts of the Embassy to capitalize on the potential of the bilateral relations in areas like academic, scientific, as well as in launching bilateral partnerships between scientific and research centers in Moldova and the United States.

Visit of students from Virginia Liberty University

On October 30, 2008, the Embassy of the Republic of Moldova in the United States was visited by a group of students from the Liberty University in Virginia. The objective of this activity, expressed by Dr. Stephen R. Bowers, Professor of Government, Helms School of Government, was to familiarize American students with the current situation in the Republic of Moldova, from the perspective of economic, political, cultural and democratic process development and consolidation.

On his behalf, Ambassador Nicolae Chirtoaca made a detailed presentation on the realities from our country in the context of the bilateral and multilateral Moldovan-American cooperation. The Head of the Mission has also mentioned the recent developments in the cooperation process with the European Union, as well as the perspectives of solving the Transnistrian issue in the 5+2 negotiation format. In the course of discussions unfolded in a friendly and opened athmosphere, the students from Liberty University demonstrated a high level of knowledge about Moldova, showing a true interest for an eventual visit to our country in the near future.

The unfolding of this event has facilitated the achievement of Embassy’s objective to further strengthen our bilateral relations in the academic field. In this sense, Ambassador N. Chirtoaca accepted an invitation to visit the Liberty University in Virginia, in order to make a comprehensive presentation about Moldova, with the attendance of American students and professors.

Accreditation visit to Canada

In the period of October 21-23, 2008, the Ambassador of the Republic of Moldova to the United States, Nicolae Chirtoaca, accompanied by the First Secretary Tudor Ulianovschi, made an official visit to Canada, with a view to present letters of credentials in the capacity of the Ambassador accredited to Canada with residence in Washington, D.C.

After the official ceremony of accreditation on October 22, which took place at “Rideau Hall”, the Moldovan Ambassador had a tete-a-tete with Her Excellency Michaëlle Jean, the Governor General of Canada that included talks on various aspects of the Moldovan-Canadian relations and perspectives of the further rapprochement between the two countries. In this sense, Governor General Jean mentioned that “the attachment to francophone common values and the political cooperation in the framework of the OSCE, offers me the wonderful opportunity to regard the Republic of Moldova as an important and credible partner of Canada”. An important issue discussed was the need to capitalize the potential of the bilateral cooperation and to strengthen the political dialogue, especially by organizing visits at the highest level. In this context, Ambassador Nicolae Chirtoaca extended an invitation to Her Excellency to make an official visit to the Republic of Moldova in the near future.

While in Canada, the Moldovan Ambassador had several meetings with Canadian officials from the Department of Foreign Affairs and International Trade, with representatives of the office of the Governor General and with the General Director for Europe at the Canadian International Development Agency. The talks with political directors from the Canadian Foreign Service, responsible for Canada’s relations with Europe, the European Union, international cooperation in the military and security sector, economic foreign relations, included the sharing of information on peculiarities of the process of regulation of the Transnistrian issue, on recent developments inside the Republic of Moldova, from the perspective of the efforts for European Integration of Moldova and expansion of the regional and international cooperation. It is important that all Canadian officials reiterated Canada’s firm support for the European vector of Moldova’s foreign policy.

Canadian diplomats have also underlined the availability of Canada to further consolidate the bilateral and multilateral efforts oriented towards the expedite process of territorial reintegration of the Republic of Moldova. On his behalf, the Moldovan Ambassador highly appreciated Canada’s permanent support on this matter, demonstrated also by the active role played by Canada in the framework of the OSCE and of the United Nations.

Period of construction: 18 months, from the moment of project documentation approbation.

Interested organizations must observe the following requirements:
financial capacity to sustain the proposed investment activity, with minimum sum of 16 millions EURO, during 18 months;
experience in the field of construction activities’ financing and implementation, the total volume of real estate projects’ realization during the period of last 10 years being not less than the equivalent of the sum of 300 millions EURO.
financial-economic capacity, the average sum of business activity during the period of last 3 years being not less than 15 millions EURO per year.

Winner selection criteria: in conformity with the maximum number of points for every criteria: 1) business-plan; 2) the total volume of investments, proposed for realization by investor; 3) technical solution proposed for realization of the required objectives and standards; 4) program of construction, with specification of the starting date, stages and finalization of investments; 5) experience of the projectors; 6) experience of the contractor in organization of the financing into realization of investment activity; 7) employment of entrepreneurs and local labor force; 8) control and monitoring methods, requested by organizing party.

FORCE MAJEURE

Starting with July 26, the Republic of Moldova has been confronted with flash floods caused by exceptionally high water flow on the Nistru and Prut rivers. Although the water has begun to recede in the Northern regions of the country, the floods continue to affect the central and Southern parts of Moldova. The Government has managed to mobilize internal resources to respond in a timely and effective manner to this emergency situation and is undertaking measures to anticipate post-crisis needs. However, eliminating the consequences of the floods will be a long and costly process, which exceeds the capacities of national authorities.

As of August 5, a total of 56 localities from 22 regions have been affected by the flash floods. According to preliminary estimations, 1123 houses have been flooded, out of which 91 houses have been completely demolished. Approximately 7,950 people have been evacuated from the localities at risk. Some 7,000 hectares of crop lands have been inundated. Floods have also affected health and educational facilities, roads, protection dams, and monitoring equipment.

In the period of May 29-30, 2008, A. Galbur, Minister-counselor, T. Ulianovschi, First Secretary, and C. Plesca, First Secretary, made a working visit to the state of North Carolina, with a view to further consolidate bilateral relations in the political, economic, academic and scientific fields.

The agenda included office calls with Mr. Rodney Maddox, Chief Deputy Secretary of State of North Carolina, representatives of the Department of Agriculture and Consumer Services, Department of Commerce, local Congress, as well as members of the private sector.

The Moldovan delegation has also visited various academic institutions, such as East Carolina University and Tillman School of Business, Mount Olive College, and had discussions with professors from the University of North Carolina at Chapel Hill and Duke University.

The Ambassador of the Republic of Moldova to the United States, Nicolae Chirtoaca, will make a working visit to Mount Olive, the state of North Carolina, on March 20, 2008.

While at the Tillman School of Business of Mount Olive College, His Excellency will make a presentation on Moldova – North Carolina partnership in the context of Moldovan – American bilateral relations and partnership, addressing a diverse audience of students and faculty.

The program of the visit also includes meetings with representatives of Chambers of Commerce, business community and economic organizations, as well as representatives of the local Government.

The bilateral cooperation between the Republic of Moldova and North Carolina takes place in the framework of the Memorandum of Intentions, signed in April 1999, and the Memorandum on Bilateral Cooperation, signed in December 2004.

March 9, 2008

On March 9, 2008, the Embassy of the Republic of Moldova in Washington, organized a cultural event dedicated to the celebration of music Festival “Martisor”.

The activity took place at the “Goethe Institute” in Washington, D.C., and was attended by more than a hundred of Moldovans living in the United States, members of the group “Friends of Moldova”, Peace Corps volunteers, as well as representatives of various international and government agencies.

The event consisted of several activities with a view to inform the public about the legend and the spirit of this holiday, including recitals of poems and dancing. The guests had the possibility to taste traditional Moldovan wines and food, offered by the Embassy.

Organization of this event for the second year in a row allowed the Embassy to further consolidate relationships inside the Moldovan community in the US, as well as to promote a positive image of the country and local products with an export potential on the North American market.

On the 14th of October 2007, in Washington, D.C., the American non-governmental charity organization „L’Ordre du Lévrier Blanc”, in cooperation with the Embassy of the Republic of Moldova in the United States, organizes a fundraising reception aimed at supporting the “Project Moldova” implemented by this agency in our country since 2002. Within the framework of this event, an auction of carpets made by Moldovan leading manufacturers will take place. The obtained funds will be used exclusively to finance further the follow up of this project in Moldova.

The main goal of this project is to sponsor special training courses for Moldovan orphans offering them the possibility to learn how to work with textiles, wood, ceramics, various metals, etc. The organizers invite individuals, institutions, private organizations and other agencies that are willing to assist Moldovan children in getting jobs and promoting traditional Moldovan crafts, to attend this event and contribute to the implementation of this project in our country.

Moldovan wines will be served at the reception and are offered by the joint Moldovan-American company “Graystone Wine Imports Inc.”, one of the sponsors of the event.

The national exhibition - “Made in Moldova”.

The 6th annual edition of the national exhibition “Made in Moldova” will take place on February 07 – 12, 2007 at the international exhibition center “Moldexpo” in Chisinau. The event is organized with the support of the Government of Moldova under the motto “Moldovan brand – European quality”.

The main goal of the exhibition is to contribute to the implementation of the Government’s Activity Plan for 2005 – 2009 “The modernization of the country – the welfare of the people”, of the Strategy for Attracting Investments and Promotion of Exports and the Moldovan Village National Plan.
