Requirements for marrying a Moldovan citizen.
In order to conceive a marriage with a Moldovan citizen on the territory of the Republic of Moldova, the foreign citizen is required to submit the following documents:

a. a valid passport
b. a document regarding the martial status of the fiancé(e)
c. birth certificate
d. a document proving the termination of a previous marriage, (certificate of divorce, death certificate, court decision about the cancellation of marriage, court decision about divorce – in case of countries where divorces are made by court decisions)
e. a document proving that the foreign citizen has the right to conceive a marriage according to the laws and regulations of the home country issued by the competent authority of that particular state. The impossibility of issuance of the mentioned document type shall be officially confirmed by the central authority of the respective state, responsible for the evidence and documentation of citizens and/or registration of marriages.

Please note that it is not required to present the certificate of criminal record.

Information regarding the period of stay of foreign citizens in the Republic of Moldova, based on the provisions of the Law of the Parliament nr. 151-XVI from June 08, 2006.

On June 8, 2006 the Parliament of the Republic of Moldova has adopted the law nr. 151-XVI. According to the legislative act „ Starting the 1st of January 2007 the visa regime for the citizens of the member states of the EU, USA, Canada, the Swiss Confederation, Japan, Norway and Iceland is abolished.”
Due to the fact that the Consular Section receives periodically requests from foreigners regarding their period of stay in Moldova, we would like to emphasize that the nationals of the above-mentioned countries can enter the Republic of Moldova and stay there without a visa for a period up to 90 days within six months.

New regulations regarding the place of issuance of visas for entering the territory of the Republic of Moldova.

Starting January 01, 2007 only the Diplomatic Missions and Consular Offices of Moldova abroad will issue visas for entering and transiting the territory of the Republic of Moldova.
In exceptional cases, visas could be issued by the Consular Offices at the Moldovan border, only upon the approval of the Consular Affairs Department of the Ministry of Foreign Affairs and European Integration.

New regulations for Moldovan citizens traveling to Romania.

According to the Agreement between the Government of the Republic of Moldova and the Government of Romania, starting January 01, 2007 the citizens of the Republic of Moldova will enter, leave, transit and stay on the Romanian territory based on a valid travel document and a visa issued by the diplomatic missions or consular offices of Romania abroad. The visa will be issued without any fee. For additional information regarding how to receive a Romanian visa please contact the nearest Romanian consulate.

The entry into force for the Republic of Moldova of the Convention abolishing the requirement of legalization for foreign public documents, concluded in Hague on October 05, 1961.

The Convention abolishing the requirement of legalization for foreign public documents, concluded at Hague on October 05, 1961 will enter into force for the Republic of Moldova on March 16, 2007.
The Hague Convention which is also known as the Apostille Convention facilitates the circulation of public documents executed in one State party to the Convention and to be produced in another State party to the Convention.

Foreign citizens and stateless persons in order to stay in the Republic of Moldova will have to have a medical insurance.

Foreign citizens and stateless persons who will be staying temporary on the territory of the Republic of Moldova will be obliged to obtain medical insurance during their entire stay in Moldova. The Parliament has adopted on December 14, 2006 in final reading some amendments to the legislation in this domain. According to the new provisions, the medical insurance will be purchased by foreign citizens and stateless persons who do not have permanent residence in Moldova at the state border.
At the same time, the Government of Moldova will elaborate and approve the Regulations regarding mandatory medical insurance of foreign citizens and stateless persons who do not have permanent residence in Moldova.

Information Center for the Moldovan citizens.

On November 08, 2006 within the Embassy of the Republic of Moldova was created the Information Center for the Moldovan citizens residing in the US, Canada and Mexico.
The goal of the Centre is to strengthen the connection between the Moldovan citizens and the Republic of Moldova, to provide protection to the Moldovan citizen’s rights as well as to inform the Moldovan community about the political and social-economic development of Moldova.

The Government has approved the Action Plan for 2006 - 2009 for supporting the Moldovan originals residing abroad.

On July 10, 2006 the Government of the Republic of Moldova has approved the Decision nr. 809 regarding the Action Plan for 2006 - 2009 for supporting the Moldovan originals residing abroad. The Plan expressly stipulates actions that have to be undertaken in order to provide protection to the Moldovan originals residing abroad, improve the educational system, consolidate and promote the Moldovan culture, language and traditions, provide support to the cultural organizations established by the Moldovan originals, provide social protection and promote trade and commercial activities. Starting January 1, 2007 the citizens of the member states of the EU, USA, Canada, the Swiss Confederation and Japan will travel to Moldova without a visa.

On June 8, 2006 the Parliament of the Republic of Moldova has adopted the law nr. 151-XVI. According to the legislative act „ Starting the 1st of January 2007 the visa regime for the citizens of the member states of the EU, USA, Canada, the Swiss Confederation and Japan is abolished.” Therefore, the citizens of the mentioned countries will be able to enter the Republic of Moldova and stay there for a period up to 90 days within six months without a visa.

The citizens of the Republic of Moldova have the possibility to possess two passports.

According to the amendments to the legislation, the Moldovan citizens have the possibility to possess two passports at the same time, with the same identification number. The applicants can submit the requests for possessing two passports starting January 1, 2006.

The process of implementation of the Passports with additional biometric data System could take more than 5 years.

The process of implementation of the Passports with additional biometric data System – digital picture and fingerprints – will take more than 5 years.
During a press conference, the officials of the Ministry of Information Development have communicated that the initial faze of implementation of the Passports with additional biometric data System will take up to 3 years, and for the finalization of the faze will be necessary about 5 – 6 years.
According to the Ministry of Information Development the issuance of new passports will not be mandatory, but when traveling to countries that require these types of passports the person will have to possess a passport with additional biometrical data.

Modifications to the legislation concerning the entry to the Republic of Moldova were approved by the Parliament during the final reading.

Territorial offices of registration of population under the Ministry of Information Development will register foreign citizens and stateless persons, who enter the country through the Moldovan-Ukrainian frontier points, which are not controlled by the authorities of the Republic of Moldova. These modifications to the legislation in force were approved during the final reading.
Registration of other foreign citizens and stateless persons will be carried out during the border crossing by means of introduction of information from identity cards in the State Register of Population. The procedure of registration within 3 days will be annulled.
According to the modifications, the presence of the respective entry in the national identifying documents, made by the Customs and confirmed with the help of data from the State register of population will serve as basis for legal stay of foreigners and stateless persons on the territory of the Republic of Moldova for the term of 90 days during 6 months.

New regulations regarding the extension of validity of Moldovan passports for travels abroad.

On December 1, 2005 the Parliament has adopted the law nr. 309-XVI. According to the legislative act the law nr. 269-XIII from November 09, 1994 regarding the entry and exit from the Republic of Moldova, Law nr.273-XIII from November 9, 1994 regarding the identification documents from the national passport system and Law nr.1518-XV from December 06, 2002 regarding the migration were amended. The law will take effect on December 30, 2005.
The new provisions changed the modality of issuance of Moldovan passports. Therefore, the passports will be issued for a period of 10 years, and for the children until 16 years old for 5 years.
As a result, the validity of passports for travels abroad previously issued for 5 years can not be extended any more.
